The primary objective of the PHRF SoCal is to establish and maintain an equitable system of sailboat handicapping for the boats owned or chartered by its members.
PHRF SoCal consists of elected officers (executive board), Area representatives and area boards, advisors, and a fleet secretary. All of these positions, with the exception of the fleet secretary are filled by volunteers. Elections are held each December for the following year.
The executive (elected) positions include the president, vice president, chief handicapper, judge advocate, treasurer, and data systems officer. The executive board combined with the seven Area representatives form the Regional Handicap Review Board, and they meet monthly in meetings that include advisors and any members who wish to attend. The Executive Board meets monthly in the hour prior to the Regional Handicap Review Board meetings. All members are welcome to attend our monthly meetings, either in person or via conference call.
Area representatives and area boards are made up of member volunteers from each of the areas, and may be vacant from time to time. Area Handicap Review Boards are in place to decide on local area handicap adjustments to regional ratings based upon the local conditions. Most Area boards only meet when they have a boat to review or a topic of interest. Members in the area will get an email notice of an upcoming area meeting.
