- Rule 5.7 Area Rating Reviews — When a boat with an Area Adjustments has a regional rating review, the Regional Board has the right to either keep the existing Area Adjustment or eliminate it and refer it back to the Area Board, in which case the Area Adjustment is zeroed-out until the Area Review.
- Rule 7 Standard PHRF Specifications — Clarified that winches shall be manually operated at all times unless the Rating Information and the Rated Configuration of the boat provide otherwise.
- Appendix F, Rule 3.3 & 3.4 — For Configuration Adjustments, changed the rule regarding dacron sails from “woven dacron” to the more specific “non-laminate woven dacron”

- Complete revision of Appendix F. Renamed from “Corinthian” to “Configuration” Adjustments. Substantially revised the criteria for a boat’s eligibility for an adjustment. Added a maximum adjustment and a 3-year sunset clause. Added review by Area Board before adjustment is approved.
- The Regional Board may, at its discretion, establish a fee for the issuance of an adjustment or boat modification that involves a rating review.
- The descriptions of the course types and wind conditions applicable to each of the three types of ratings assigned by PHRF SoCal has been clarified, including the change of the name of the “Buoy” rating to a “Windward/Leeward” rating.

- Changed Rule 4.6g to allow more flexibility with Temporary Ratings. A Temporary Rating is now effective for 120 days (previously it expired after 90 days), and the Chief Handicapper may, at his or her discretion, renew the Temporary Rating twice (previously it could only be renewed once).
